Change in Circumstances:

The Department is currently working on a RFP for the 24-hour call center (Hotline). Circumstances outside the control of the Department have created an urgency of need. This is a special project to implement and administer a 24-hour hotline. It will provide referrals for individuals impacted by the opioid addiction crisis by providing a pathway to treatment. The Governor has issued a disaster declaration due to this crisis on January 10, 2018 through April 10, 2018. This is the first time for such a declaration of this kind.

Justification for Extension:
|
This crisis impacts all Pennsylvanians--the magnitude of the crisis has caused increased emergency room visits and an increase in fatal overdoses, with rates significantly higher than the national average. The Department is currently working on a RFP for this service.

Result, if not Approved:
|
If the extension is not granted, those suffering from addiction and in need of immediate assistance, will not be given the due diligence of being able to seek treatment immediately for their addiction. The volume of crisis calls to the Department has increased significantly. The state of PA is currently in an opioid crisis, and the 24-hour hotline provides around the clock assistance. This emergency procurement will facilitate the ability to rescue people who are overdosing with a direct referral to treatment, and support in transition to that treatment. This is a critical initiative of the Governor.
